Post Jasper rebuild continues
Council officers continue to work on funding applications under Queensland’s Disaster Relief Funding Arrangement administered by the Queensland Reconstruction Authority (QRA).
The QRA has provided Council with several funding advances totalling $25.8m to ensure cash flow is maintained during the Disaster Recovery Process.
The total expenditure for response and recovery following Cyclone Jasper and the subsequent flooding is $13,996,334 (up until March 31).
A list of costs above $200,000 can be found in item 6.7 of the April 30 Council agenda.
Budget update
The costs involved in responding to a natural disaster are reflected in Council’s March 2024 finance report.
The Statement of Comprehensive Income details the progress for the period ended 31 March, 2024.
Key points include:
- Operating revenue is ahead of budget by $25.6m. Expenditure is ahead of budget $11.7m
- The operating surplus is currently $18.6m compared to a budgeted surplus of $4.7m
- The Statement of Financial Position indicates net Community Assets of $531.7m
New housing approved at Craiglie
Council has provided preliminary approval and subdivision approval at Craiglie.
Allaro Homes Cairns has applied to reconfigure 3 lots into 33 lots at 42-52 Mitre Street.
The approval provides for small low maintenance allotments to be developed for housing by the applicant.
New retirement village for Mossman
Council has approved the development application for “Material Change of Use” for a retirement facility at 47 Johnston Road.
The land is owned by Council in freehold land tenure.
Cooloola Waters Holdings plans to build a retirement facility which will consist of 57 single storey units, gymnasium, multi-function hall, communal kitchen, swimming pool and hobby shed.
Council will continue to focus on leak detection, network optimisation, community engagement and demand management, along with this capital project to ensure the ongoing water security for the Douglas community.
Building a better Douglas Shire
As of 31 March 2024, Council approved a capital works program of 104 projects (an increase of 17 projects), and a budget of $28.2m (an increase of $2.84m) from July 1, 2023.
This comprised of:
- 50 projects and $17.65m carried forward from prior financial years, some with additional funding added
- 42 projects and $10.96m of new projects
- 12 emergent projects
- It is likely between 15 and 20 projects will arise due to TC Jasper
