Douglas Shire Council is developing a Shoreline Erosion Management Plan (SEMP) for Four Mile Beach and Newell Beach.
The SEMP will provide a coordinated approach to managing coastal erosion at these locations over the next 10 to 20 years. It considers coastal processes, shoreline changes, erosion risks, community values and the available coastal adaptation and management options.

About the Plan
A Shoreline Erosion Management Plan considers how coastal processes and shoreline changes affect a particular stretch of coast. It assesses erosion risks and identifies management options for the future.
The SEMP considers the technical assessments alongside community values, local priorities and the available management options. The draft covers Four Mile Beach and Newell Beach.
Why is Council Preparing a SEMP?
Council’s 2019 Resilient Coast Strategic Plan identified Four Mile Beach and Newell Beach as areas increasingly exposed to coastal hazards and recommended preparing a SEMP for both locations.
Council also prepared Foreshore Management Plans for Four Mile Beach in 2021 and Newell Beach in 2022. These plans support the protection, management and use of the beaches and foreshore.
What we heard from the community
Community drop-in sessions were held at Newell Beach on 8 December 2025 and Port Douglas on 9 December 2025. An online survey ran from December 2025 to January 2026.
People told Council they value the beaches’ natural beauty and tropical character, coastal vegetation and shade, open parklands, and safe, accessible places for families. The beaches are also important places for exercise, relaxation and social activities, and contribute to the Douglas Shire’s lifestyle and visitor experience.
This earlier feedback has helped inform the draft plan. Council is now seeking feedback on the draft and its proposed management approaches.
How your feedback will be used
Feedback received during this consultation will be considered alongside the technical assessments and local priorities as Council refines the plan. It will help inform the final SEMP.
