Plumbing applications

All “Permit Work” applications must be lodged using the approved forms and be accompanied with applicable application fees.  Please refer to Council’s Fees and Charges Schedule.

Council offers three ways to lodge your plumbing application:

  • in person at Council’s Administration Offices (64-66 Front St, Mossman and Port Douglas Community Hall, cnr Mudlo & Mowbray Sts, Port Douglas)
  • by post to Council (PO Box 723, Mossman, Qld, 4873)
  • if you have an existing debit account with Council, you can email the application and all related documentation to enquiries@douglas.qld.gov.au

Please note: New legislation states that some low risk work can use “Fast Track Application”, however, Douglas Shire Council as opted out by resolution at an Ordinary Council Meeting held on 18 June 2019 and all plumbing applications are processed under the mandatory standard application process.

 

Plumbing application forms

Documents to be provided with permit work applications:

For a class 1a or 10a building (Sewered)

If the proposed work involves installing sanitary drainage, also provide:

  • a site classification report for the premises complying with ‘AS 2870-2011 Residential slabs and footings’
  • if the soil classification for the premises under ‘AS 2870-2011 Residential slabs and footings’ is H, E or P—a design showing the articulation of the sanitary drainage for the premises.

For a class 2 to 9 building

If the proposed work involves installing sanitary drainage, also provide:

  • a site classification report for the premises complying with ‘AS 2870-2011 Residential slabs and footings’
  • if the soil classification for the premises under ‘AS 2870-2011 Residential slabs and footings’ is H, E or P—a design showing the articulation of the sanitary drainage for the premises.

If the proposed work involves water supply, for a water service, provide a plan showing:

  • all proposed fixtures
  • the proposed design and location of all water supply pipes
  • the location and size of each connection point to Council’s water supply systems
  • the details of any other supply of water on the premises
  • the size and location of any water meters proposed to be installed on the premises
  • the proposed location and type of any testable backflow prevention devices.

For a permit with an on-site sewage facility

As well as the documents required for building classes 1a, 10a and 2–9, provide these documents with an application that includes an on-site sewage use facility:

  • a plan showing:
    • the type, size and location of the on-site sewage treatment plant
    • the location and levels of any connection points to the on-site sewage treatment plant
    • details of the proposed layout of any land application area including minimum setback distances prescribed in the QPWC
  • if the application involves the use of a secondary on-site sewage treatment plant—a copy of the treatment plant approval
  • a site and soil evaluation report for the premises.

  • Form 1: Permit work application for plumbing drainage and on-site sewerage work
  • Form 2: Application to amend a permit including an extension of time
  • Form 3: Covered work declaration
  • Form 4: Form 4 (to be lodged with QBCC)
  • Form 6: Remote area compliance notice
  • Form 7: Notification of Responsible Person
  • Form 8: An on-site sewerage work declaration
  • Form 9: Registration and report on inspection and testing of backflow prevention devices, registered air gaps and registered break tanks
