Council holds regular meetings of its Ordinary Meetings and may from time to time call a Special Meetings. Any changes to meetings dates or times are advertised.
The Mayor presides over all Ordinary and Special Council Meetings.
The Ordinary Meeting of Council will generally be held on the fourth Tuesday of each month at 10am. The Meetings will held at the Council Chambers, Council Administration Building, 64 Front Street, Mossman.
Each meeting remains open and transparent to the public through a scheduled video live stream. With the exception of items discussed in a ‘closed’ session, meetings are open to the public.

Deputations to Council
Members of the public may address Council in the Deputations and Presentations section of an Ordinary Council Meeting. Applications for a deputation to Council (where an appointed person or persons may represent a business or group of people on specific matter for discussion with Councillors), must be submitted in writing using the Deputation Request Form. Deputations will have a maximum time frame of 15 minutes. The date and commencement time of the deputations are subject to confirmation once the application is approved and when the agenda for the relevant ordinary Council meeting is finalised.
Petitions
What is a Petition?
A petition is a formal written request placed before Council requesting a particular action. Petitioning is one of the traditional forms by which citizens can make requests direct to Council. Before commencing a petition, consider whether it is the most effective means of dealing with an issue.
Council encourages persons to first attempt to resolve a matter by contacting Customer Service. Additionally, Councillors are available to speak with persons on matters of concern.
How to ensure the Petition is considered valid?
Council’s Standing Orders for Council Meetings General Policy outlines its rules for petitions.
Any petition presented to a meeting of Council shall:
- Be in relation to a specific local government matter (i.e. A matter of which Douglas Shire Council has the power to act) within its jurisdiction;
- Be in legible writing or typewritten and contain a minimum of ten (10) signatures;
- Must include the name and contact details of the Principal Petitioner (i.e. one person who is the organiser and who will act as the key contact for the issue);
- Include the postcode of all petitioners (Please do not include street addresses); and
- Have the details of the specific request/matter appear on each page of the petition.
Where a Councillor presents a petition to a meeting of Council no debate on or in relation to it shall be allowed and the only motion which may be moved is that:
- The petition be received; or
- The petition be received and referred to a responsible officer for consideration and a report to Council; or
- The petition not be received because it is deemed invalid.
Council will respond to the Principal Petitioner in relation to all petitions deemed valid.
Petitions that do not meet these guidelines will be deemed invalid and will not be received by Council.

Douglas Shire Council collects and manages personal information in the course of performing its activities, functions and duties. We respect the privacy of the personal information held by us. The way in which Douglas Shire Council manages personal information is governed by the Information Privacy Act 2009 (Qld). We are collecting your personal information so that we can register your petition and to correspond with you regarding the process. This petition may be made public as part of council’s agenda and minute process.
